  1. Finely dice the onion and mince the garlic. Dice the tomatoes.
  2. Heat oil in a large pot or deep pan over medium-high heat.
  3. Add ground beef and cook, breaking it up with a spoon, until fully browned. Drain excess fat.
  4. Add diced onion and minced garlic and cook until softened and fragrant, about 3-4 minutes.
  5. Stir in diced tomatoes and taco seasoning, mixing well to coat the beef and vegetables.
  6. Add uncooked rice and water or broth, stirring to ensure the rice is evenly distributed.
  7. Bring the mixture to a boil, then immediately reduce heat to low, cover tightly, and simmer for 15-20 minutes, or until the rice has absorbed the liquid and is cooked through.
  8. While the rice is cooking, gently heat the refried beans in a small saucepan over low heat, stirring occasionally.
  9. Once the rice is cooked, remove from heat and let it steam, covered, for 5 minutes.
  10. Fluff the beef and rice mixture with a fork.
  11. Serve the beef and rice mixture in bowls. Spoon warm refried beans alongside.
  12. Offer shredded lettuce, shredded cheese, sour cream, salsa, and guacamole or avocado as toppings.
