  1. In a large bowl, whisk together flour, sugar, baking powder, and lemon zest.
  2. In a separate bowl, whisk together melted butter, warmed milk, egg, and vanilla extract.
  3. Add the wet ingredients to the dry ingredients and stir until just combined. Do not overmix; the dough should be slightly sticky.
  4. Lightly flour a work surface and turn out the dough. Gently knead a few times until it comes together.
  5. Heat vegetable oil in a deep pot or fryer to 350°F (175°C).
  6. Roll small portions of dough into ropes about 1/2 inch thick and 6 inches long. Twist each rope into a spiral or knot.
  7. Carefully drop the zeppole into the hot oil, frying a few at a time for 2-3 minutes per side, or until golden brown and cooked through. Avoid overcrowding the pot.
  8. Remove zeppole from oil and drain on paper towels to remove excess oil.
  9. Dust generously with powdered sugar and cinnamon while still warm. Serve immediately for best flavor and texture.
