  1. Crush the biscuits into small pieces. Reserve a few for garnish.
  2. Heat ghee in a saucepan over medium heat. Add the crushed biscuits and sauté for 2-3 minutes until lightly golden. This enhances their flavor.
  3. Pour in the milk and stir well to combine, ensuring no lumps form.
  4. Add sugar, cardamom powder, and saffron strands soaked in warm milk. The saffron milk will impart a richer color and flavor.
  5. Simmer for about 15 minutes, stirring frequently to prevent sticking, until the kheer thickens. For a creamier texture, mash some of the biscuits against the side of the pan as it simmers.
  6. Stir in chopped almonds and raisins during the last 5 minutes of cooking.
  7. Pour the kheer into serving bowls. Garnish with reserved biscuit pieces and additional chopped nuts.
  8. Serve warm or chilled.
