  1. Preheat oven to 375°F (190°C).
  2. Lightly grease a baking dish.
  3. Layer thinly sliced potatoes on the bottom of the dish. Season with salt and pepper.
  4. Place cod fillets on top of the potatoes. Season with salt and pepper.
  5. In a saucepan, melt butter over medium heat.
  6. Whisk in flour and cook for 1 minute, stirring constantly.
  7. Gradually whisk in milk until smooth.
  8. Bring to a simmer, then reduce heat and cook until thickened, about 5 minutes. Stir frequently to prevent scorching.
  9. Stir in cheddar cheese, Dijon mustard, nutmeg, salt, and white pepper until cheese is melted and sauce is smooth.
  10. Pour cheese sauce evenly over cod fillets and potatoes.
  11. In a small bowl, combine breadcrumbs and chopped parsley. Sprinkle evenly over the top.
  12. Bake for 25-30 minutes, or until cod is cooked through, potatoes are tender, and topping is golden brown. If topping is browning too quickly, tent with foil.
  13. Let stand for a few minutes before serving. Garnish with additional fresh parsley if desired.
