  1. Peel and boil the potatoes and carrots until very tender. Drain well and mash with butter and milk until smooth and creamy. Season generously with salt and pepper.
  2. Preheat oven to 375°F (190°C).
  3. Brown ground beef in a large skillet over medium heat. Drain off any excess fat.
  4. Add diced onion to the skillet and cook until softened, about 5 minutes. Add tomato paste and dried thyme; cook for 1 minute, stirring constantly.
  5. Pour in beef broth and Worcestershire sauce. Bring to a simmer and cook until the sauce has thickened slightly, about 5-7 minutes. Season with salt and pepper.
  6. Pour the meat mixture into a baking dish and spread evenly.
  7. Top with the mashed potato and carrot mixture, spreading it to the edges of the dish.
  8. Bake for 25-30 minutes, or until the topping is golden brown and the filling is bubbling.
  9. Let cool slightly before serving.
