  1. For the pastry: In a large bowl, whisk together flour and salt. Cut in cold butter using a pastry blender or your fingers until the mixture resembles coarse crumbs. Gradually add ice water, mixing until the dough comes together. Form into a disk, wrap in plastic wrap, and chill for at least 30 minutes.
  2. For the filling: In a saucepan, combine brown sugar, maple syrup, melted butter, egg, vanilla extract, and a pinch of salt. Cook over medium heat, stirring until the sugar is dissolved and the mixture is smooth. Remove from heat and stir in raisins.
  3. Preheat oven to 375°F (190°C).
  4. Roll out the chilled dough on a lightly floured surface and cut out circles using a cookie cutter. Press the circles into muffin tins.
  5. Fill each pastry shell with the maple filling.
  6. Bake for 20-25 minutes, or until the pastry is golden brown and the filling is set. The filling should be slightly jiggly but not liquidy.
  7. Let cool completely in the muffin tins before carefully removing and serving.
