  1. In a bowl, whisk together 2 tbsp soy sauce, 1 tbsp cornstarch, 1 tsp brown sugar, and 1 tsp rice vinegar. Set aside.
  2. Slice beef into thin strips against the grain. Marinate with 1 beaten egg and 1 tbsp cornstarch for 10 minutes.
  3. Heat 1 tsp sesame oil in a large skillet or wok over high heat. Add beef in a single layer and stir-fry until browned, about 2-3 minutes. Remove beef from skillet and set aside.
  4. Add remaining 1 tsp sesame oil to the skillet. Add bell peppers, minced garlic, and ginger to the skillet. Stir-fry until peppers are tender-crisp, about 3-4 minutes.
  5. Return beef to the skillet. Pour the sauce over beef and peppers and cook until the sauce thickens and coats the beef, about 1-2 minutes.
  6. Serve immediately over rice, garnished with green onions.
