  1. Dry roast the rolled oats in a pan over medium heat for 3-4 minutes until slightly fragrant and crisp. Set aside.
  2. Heat vegetable oil in a pan. Add mustard seeds and cumin seeds. Let them splutter.
  3. Add curry leaves and sauté for a few seconds until fragrant.
  4. Add finely chopped onion and sauté until golden brown.
  5. Add finely chopped carrot and green bell pepper. Sauté for 2-3 minutes until slightly softened.
  6. Add turmeric powder, red chili powder, and garam masala. Sauté for 30 seconds until fragrant.
  7. Add 2 cups of water and salt to taste. Bring to a boil.
  8. Reduce heat to low and gradually add the roasted oats to the boiling water, stirring continuously to avoid lumps.
  9. Cook for 5-7 minutes, or until the oats have absorbed the water and reached a soft, upma-like consistency. Stir occasionally to prevent sticking.
  10. Stir in lemon juice.
  11. Serve hot, garnished with fresh cilantro if desired.
