  1. Dice bell pepper and onion. Mince garlic, if using fresh.
  2. Brown ground beef in a skillet over medium heat, breaking it up with a spoon. Drain excess fat.
  3. Add diced bell pepper and onion to the skillet and cook until softened, about 5 minutes.
  4. Whisk eggs in a bowl with garlic powder and black pepper.
  5. Pour egg mixture over the beef and vegetables. Cook, gently stirring, until eggs are set but still slightly moist.
  6. Serve immediately.
